I think it's more that Spike would torture people, whereas Angel would stalk them, send them lots of gifts pointing out that he so could be torturing them right now and possibly would sometime soon, taunt them into a blob of terrified paranoia, then torture them, and afterwards spend many reflective hours looking back at the superb job he'd done, relishing the poetry of it all...
