From all the indications, I suspect the answer to your question is "Yes. Yes, it does."

People asking for help indicates that all is not perfect in the world, and points to a difference between theory and practice. This is therefore hazardous, given most Liberal policy (such as there is of it) is based on theoretical constructs and air-dreaming. In the ideal world as inhabited by the policy mavens of the Liberal party, nobody needs help because everyone can pull themselves up by their own bootstraps and climb onto their own shoulders to scale the barriers in their path single-handedly. Nobody is socially advantaged (although there are certainly people who are socially disadvantaged - but that's their own fault for not being good enough people[1]), and institutional privileging of certain individuals doesn't happen because the law is impartial (and forbids sleeping under bridges to the rich and poor alike).

[1] Or not being born to the right parents, or being born female instead of male, or black instead of white; all those things which are fully within the personal control of an infant, as you know.
